5. The Comptroller and Auditor General is pre-
pared to admit that it would have been advisable, in the
first instance, to have submitted the question for the
consideration of the Secretary of State; and he regrets
that, by inadvertance, this course was not adopted.
this reason he is not in a position to offer any objection,
should the Marquess of Ripon deem it more convenient to
revert to the system hitherto in force.
